can i remove the moatherboard of optiplex DT 780 and put it in opriplex MT GX 520 ?
if i can do it can i replace the PSU

reason i want to put Gigabyte GeForce GT 730 2GB GDDR5

if i shouldn't do it tell me

Go to Dell support site, you should be able to download service / user manuals for both desktops. Check what kind of parts are there. Pay particular attention to location of CPU - whether it's rotated by 45degrees or not. If you have both available, post pictures of interior.

THe most problems will come from front interface connections (USB, audio etc)

It should bolt in. But the 780 has some added features on the front I/O board and the cable is probably keyed different due to that. So swap the board and cable also. I haven't done this but it looks possible. Also the rear I/O which is built into the case will be different due to some newer out put sockets like HDMI. Plus Dell just likes to move things around there. So expect some metal work there. The MT can take an aftermarket PSU but if you have the Dell 305W PSU it's more than enough for the 780/730 setup.
