Here is my build :

Ryzen 3 2200g
ASUS B350M-K
Team T-Force RGB 3000Mhz
HGST 2,5" 500GB Laptop HDD xD

I'm going to Overclock my CPU to 3.7Ghz or even 3.8GHz and the Onboard Vega 8 to 1500MHz

Is Be Quiet Pure Power 10 400W perfect for my build ? or should i get the 500W version instead ?

Don't use outervision, please. It is one of the worst of overestimating. The only alright calculator would be the one on PcPartPicker, but even that overestimates since it's based on max load (TDP) of every component. And in a real system not all the components will be at full load.
Your system will consume around 90w at a gaming load: http://www.guru3d.com/articles-pages/amd-ryzen-3-2200g-review,6.html (power from wall * PSU efficiency)

The be Quiet Pure Power 10 400 is a very good budget power supply. You are fine.
