i7 7700k is under performing.

PC specs are:
i7 7700k at stock
EVGA gtx 1080 sc
500gb hyperx SSD
8gb HyperX ram - 2400mhz

On games like bf1 and battlefront2, the cpu is at 100% whilst the games are on medium settings and fps is about 60-80.

This is the result of a passmark benchmark where my cpu score was very low.

Can anyone suggest what is wrong?

Make sure you BIOS settings have XMP enabled, and at least 2400 MHz profile enabled, as most default settings are 1333 MHz...

Was this a fresh/clean/full install of Windows with this CPU/mainboard, and GPU?

Is your power plan at least in Balanced? (more than adequate, allows cpu to idle at 800 MHz, and ramp up to 4.5 GHz under load)

If you install/run HWMonitor and then run Prime 95, does your CPU peg one core at 4.5 GHz (the others should be 4.2 GHz, unless you have MCE enabled, in which case all 4 cores will be at 4.5 GHz), and, do temps stay 77C or less?

It's also possible that everyone who scored higher was running overclocked at 4.9 GHz or so.....

If all chipset drivers and then GPU driver packages were installed, not sure what to recommend.

Your BF1 1080P results should be much higher, however....; assuming there is no v-sync issue holding framerates low...

You should be able to run ultra at 1080P/1440P....at 120/80 fps, respectively... (1080Ti does ~130-135 fps at 1080P)
