I have an Dell Inspirion 15 7000 (the one with 4k and the NVidia 1060). I was wondering if it's possible to buy a better graphics card like a 1080 ti and install it? Or is that even worth it. The reason why I want to do it is because I have a low fps when I play bigger games in 4k. I have to change the display to 1080p which I don't like to do to get a smooth 60. Thank you!

4k gaming is still high end, early adopter stuff. I think it's too soon to expect 4k gaming out of a laptop unless what you bought was specifically designed to be a 4k gaming laptop.

As far as upgrading the videocard goes, that would be in your documentation if it was possible. For future reference, try to match the components you select to your needs when you buy the computer. It's unwise to buy a 4k monitor, or laptop with 4k display, without also buying the videocard to match if gaming is the purpose. You wouldn't want to buy a 4k monitor with a 1060 to drive it, thinking "Oh I'll just upgrade the videocard later" unless you know for a fact that a videocard upgrade is even possible.
