CPU voltage going up and down even when it's set at 1.35v...Can anyone help?

I recently started getting this voltage issue that everytime I power on the PC. The voltage falls way below the set 1.35v. It goes down to .200v and up to 1.1v but never gets to the 1.35v. The CPU speed stays at 3.9mhz, it doesn't go up or down like when it's unstable. Anyone know how I could fix this issue? I have the msi b350 tomahawk motherboard if that helps.

Also, ryzen master software doesn't show the CPU v going up and down but aida64 and CPUz do.

So, when you put your system on 100% load with a stress test, your voltage doesn't go to 1.35v right??

Sounds like a Load Line Calibration issue, try increasing it to level 3 and keep increasing it until your voltage doesn't dip down what you entered under load.

With aida64 it crashes on me but now when I try to turn on the pc,it turns on for a sec and then shuts off. Do you think the it's a faulty motherboard or a bad CPU because I just bought both. I get no beeping sound but I already tested the power supply and that's fine and I also reseted the cmos and still nothing.

Do you have a temporary hard drive/SSD laying around? Try installing windows onto that and see if you can boot into windows from that drive, windows (very rarely) can get somewhat corrupt if you BSOD consistently.

OH, before you do that INSURE you have the latest BIOS.

I do have the latest bios and the PC won't even turn on for more than a second. I tried with another m2 stick and still nothing.
Sometimes I get it to turn on but I get no picture from the output.

I have, that was the 1st thing I did but still the same issue. Also, I tried to take out the CPU out of the mobo socket and it seems to be stuck. I released the lever and still won't move at all. The compound only stayed on the top so I know it's not that. Do you think the CPU just got mess up?

Can you take a picture?? a CPU should NEVER be stuck EVER, if it's in any way, shape, or form stuck, something's really wrong.

Yea, I'll take one in a bit. I just left my house so I will when I get back. I want to figure out what it is because today is the last day I could return it back to micro center and get replacement. I might just get both replaced since I bought them at the same time(mobo, CPU)
