Ping keeps jumping up and down

For the past few months, I have had on and off ping fluctuation issues that I have no idea how to fix. These issues happen in various different games and occur for about 2 weeks then just disappear. I captured the phenomenon on video

Any help with this issue would be much appreciated, as it's been bugging me for months.
My PC specs are:

What baffles me is how random it can be. I checked and I get no additional CPU usage during a spike and everyone in my house as well as my ISP have told me that they see no issues with the connectivity.
Thank you

sorry forgot to mention, im connected through ethernet.
And I'm pretty sure it's not the specific server as I have tested it in multiple games by multiple developers and the issue persists

What type of internet infrastructure is used in your area? Is it fibre optic cable, copper cable, or some sort of fixed wireless/satellite service?

Have you tried using different modem/routers to see if the problem persists?

Are you sure the cabling in your area and your house is up to date and working properly, not failing?

When the problem occurred in the past I was able to connect through different routers, and the problem persisted.
I'm frankly unsure what infrastructure is used in my area, but I am fairly confident that it is fibre optics.
I don't believe that it is the internal wiring, because my ISP has not found any connectivity issues and nothing has been wrong outside of gaming, but it's possible that I could be ignorant of a wiring issue.
Thanks for the continued help so far

Could you please do a speedtest at speedtest.net and post your results?

Can you monitor your networks bandwidth usage while this happens?

Run a speed test on DSL reports and see if it's going up/down like crazy.

If your connection were swamped it would go way higher than 100ms.
Something on your network could be bursting causing small delays.
You're going to have to test one device connected at a time to see if the issue persists.
