What speed DDR2, and most likely not. I have a PC with an I3 3220 and an overclocked Radeon HD 5450 with 8gb's of memory and it barely runs.

Ehh, I have a pretty hefty overclock on my card, I stumbled across a good one and almost have it at 1ghz, fairly high for that card. Anyways, the GPU should be fast enough to play at 720p on low settings, but don't expect more than that as I've found that Fortnite is fairly CPU heavy since the CPU does the most for rendering the world. If you have a slow CPU it may be the end of you.

I had a 5450, those cards are not suitable for gaming really. I had to run TF2/HL2/CSS at 800x600 for best results, 1024x768 if I was willing to sacrifice framerate. Fortnite is well optimized, it runs on a wide range of hardware. But there's no way a 5450 can handle it. Even a cheap used 7750 would be a massive improvement over that kind of card.

A 1030 can make the game playable, paired with an AMD X2 it would be CPU limited. An i3 3220 is not bad for Fortnite, but that 5450 tho...

Actually, my overclocked 5450 (with the newest drivers) runs Fortnite just fine, granted the settings on lowest, on my wide screen 768p TV, and I have no issues in TF2, easily getting 80+ FPS on medium to high settings with no tearing and FPS drops.

I wont go that far as to say it will run fine, because I know it wont. Fortnite is still a fairly hard game to run, I looked up the requirments and they recommend a GTX 660 or Radeon HD 7870 or better. a GT 1030 is still a fair bit slower than either of those cards, and a Core i5, which means quad core, so were looking at a dual core and a sower than recommended GPU.

Also, from my own testing Fortnite doesn't like DDR2, I tried and it just isn't fast enough the game ends up lagging badly and the map doesn't load correctly, then after switching to DDR3 1333mhz it loaded fine. I have a board capable of DDR2 and DDR3. That was running a dual core as well and my 5450 overclocked.
