Gaming PC not getting good frames

So my specs are as follows
CYBERPOWERPC Gamer Xtreme GXIVR8020A5 Desktop Gaming PC (Intel i5-7400 4 Core Processor, AMD RX 580 4GB, 8GB DDR4 RAM, 1TB 7200RPM HDD, WiFi, Win 10 Home 64-bit), Black - VR Ready
I am brand new to computers and I purchased mine from Amazon about 6 months ago. From the first time I booted it up all the way until now I have never had good frame rates on games even on the lowest possible settings and I don't know what to do at this point.

First of all I have no clue how to reply to all of you like normal so I will do it like this. Anyway I did what Matt said with the radeon settings and that helped a little bit but for a reference point on Final Fantasy 14 I have all the graphics set as low as possible and the resolution on the lowest option which is 1024x768 (60Hz) and am getting 30 fps at best and in fallout 4 with lowest settings and lowest res I get max 18 fps

Also my drivers are all up to date based off of Driver Pack besides my Intel HD graphics 630 which won't update for some reason. Also I have no idea what how to know whether the hdmi is connected to the gpu or the Igpu and don't know what the psu is. Sorry for being a noob but thank you in advance for your help

You don't want to use your intel hd graphics. Go into device manager and disable it. Then go here and make sure you have the latest AMD GPU drivers..... https://support.amd.com/en-us/download

ALso you should only have 1 hdmi port according to the specs

So I tried disabling Intel HD and now when I try to run 3d mark it gives an error and won't work and other games are running at 2-3 fps now so I don't know what to do at this point
