High specs but lag consistently on every game!

First my components.
PSU - Corsair HX1000i
GPU - Titan X (Pascal)
CPU - i7 5960X
Mobo - MSI X99S Gaming 7
RAM - Corsair Vengeance 16 gb DDR4

- I have plenty of fans and air circulation
- I have a Corsair liquid CPU cooler
- I have 4 SSD's
- I use the ASUS ROG Swift 2k Monitor at 144 hz
- I use Display Port 1.4

I'll use my experience playing Arma III as a benchmark I suppose...

So I have downloaded several component monitoring softwares to cross examine, and my CPU and GPU temperatures are well within the acceptable levels during gameplay, CPU usage ranges from 10 to 20% and the RAM usage ranges from 45 to 60%. I on average only get about 35-40 fps max only on Very High settings and upon loading into the game or in a detailed environment with lots of moving objects it dips to 5-15 fps...... and a buddy of mine with a slightly a brand new, just slightly lower spec rig, gets a consistent 50-60 fps on ULTRA even in intense environments and such. I do not know if it has anything to do with my components? Or maybe something physical like internal wiring or cords being loose? Or perhaps some bottlenecking that I am overlooking? Some additional information, it takes forever for it to start up or restart as well, like a minute or 2. I have another rig with slightly lower specs that runs SO smoothly and starts up or restarts in under 20 seconds. My OS drive has no other programs installed to it in order to keep it running smoothly. I have all of 3 games on another SSD and and each of them runs poorly on any setting. I feel like my rig should be kicking ass... would it have to do with how old my CPU is? I have had it for about 4 or 5 years now so maybe it's beginning to die? Just want to try to find the specific issue prior to shelling out that kind of cash on another high performance CPU. The motherboard and RAM are about 2 or 3 years old now. All of the SSD's are pretty new considering I just upgraded from my HDD's. Any suggestions at all. I have not tried any system cleaning software yet if you think that will help, or perhaps settings in game as well. But I feel it is system related considering how long it takes to start up and launch programs and such. Could it be something small like, for example, changing thermal paste? Maybe a dusting? Reloading the RAM and GPU?

Open to any and all ideas! Thanks for reading and hopefully we can figure this out... I can post pictures too if you think any visual aid would help!
