1070 ti strix not performing correctly

I recently just purchased an Asus 1070 ti strix, upgraded from a 1050 ti. I ran cinebench on the 1050 ti and go 101 fps, but when I run it on my 1070 ti I only get 95 fps and my GPU usage during the test is only 30%. Running PUBG all ultra settings I only get on average 70-80 FPS, it goes from like 120 down to 30 FPS sometimes. I have an i5-6600 CPU and I have made sure that all the drivers are updated, I'm not sure if my card is just a lemon or not.
 
Cinebench is a CPU tester, I don't trust it for testing GPUs. When I've tested my system, the CPU results are always very close, but my graphic card (a GTX 1060 6GB) can score from 160 to as low as 130fps and only be using 35%.

Much better tests exist for graphic cards, Unigine have a few, with "Heaven", "Valley" and "Superposition" being the standard benchmark tests.

Your PUBG frame rate doesn't sound too bad, except the low of 30fps. That may be a result of being in a very populated environment and your CPU struggling to keep up with the actions of all the other players.

As for PUBG: Don't run all ultra, it's way too heavy and also gives an competitive disadvantage.

Run following settings and report back:
Anit Aliasing - Ultra
Post Processing - Medium
Shadows - Very Low
Foliage - Very Low
Effects - Very Low
Textures - Ultra
View Distance - Ultra
Screen Scale - between 110 and 120 if you run a 1080p monitor, leave 100 if 1440p monitor
