Mouse behaving strange , Help

Hi everyone ,
i try to explain the issue as short as possible but sorry if it turns into a wall of text


A couple months a go i played alot of game on my pc that i put together but i got bored and took a few weeks break from the pc

after returning to the pc i realized that my mouse is behaving strange and it is not acting normal

the issue is that the mouse behave as if it has input lag or acceleration of some sort

for example this are the ones i noticed :
1: the small movements feels VERY strange and it is impossible so stop when you want to stop and it feels like when you stop moving the mouse goes a little more and then stops
2: sometimes the mouse is fast and sometimes it is very slow
3: the snap movements are fine
4: i was fine the first day but there was an update like 1 week ago for windows 10 and i think it messed things up after that

what i have tried :

1- i rolled back the windows update but no help there
2- fresh re-installation of windows 10
3- trying with 5 other mice with different brands
4- removing and updating the gaming software
5-making sure the fps and res is like normal

my system :
gpu : 1070 rog
cpu : 7700k
windows 10

ps: i know is sounds crazy because i used the word feel alot but after 3000 hours i can fully assure you that it is not in my brain , if i could just lower the sensitivity until it felt right i would but no matter how slow the sensitivity get the issue still happens

Double check your mouse configuration settings - acceleration perhaps. You may have tweaked something and overlooked the tweak during the rollbacks and reinstalls.

Run Task Manager and Performance Monitor to observe what your system is doing.

Open one of the other. Explore and watch for awhile without doing anything else.

Slide the window to one side but leave it open to view. Then game as usual. Watch for what changes and by how much.

Keep some notes then try the other tool using the same method.

Key is to find some bottleneck or some other unexpected or unexplainable behavior.

Also consider that some other update is now needed: e.g., GPU....
