Computer uses more memory without any programs.. PLEASE HELP

Hi,
Some reason my ram uses 29% of memory without my computer even doing anything at all! and try restarting/shutting it down and booting it back up nope nothing only way for me to fix this atm is hold down the power button (which i don't like doing) and once i do it like that memory is fine only use 6/7% of memory is there a fix round this?

P.S I have 32GB of ram
 
Solution
Using BIOS with earlier AGESA code limited my RAM to 3000MHz but now it's running full speed, 3600MHz. A bit more time and they'll fix everything ... eventually. Otherwise AGESA is developed by AMD and MB manufacturers are just implementing it in their BIOS. AGESA code may not be same for all MBs. On mine it's actually 1.0.0.2a which is newer that 1002b that was before it.

i use malwarebytes and even search for rootkits , i check the task manger and none of the sofware adds up to 29% of memory usage, just weird

i'm using windows 10, it's weird though that when i press and hold power button down and turn it back on it only use 6/7% Memory which what it should, but some other start up programs pop up when i do this and it works fine. I think it's Memory leak issue maybe? i search on youtube and changed some settings on regedit (which i think prob only works when randomly using power button to turn off and turning it back on) even tried turning off superfetch didn't work. Hmm

Maybe it is network driver, as there's no programs on the task manager that i can't see Ram being used that much just for background/start up programs. I sometimes play on World Of Warcraft private servers some reason i'm only one in the house that randomly have lag spikes playing, What should i do if it's intel network driver?

Thanks for all the help, i'm using X370 gaming pro carbon with a ryzen CPU, so all i need to do is just download the drive, press it and it should install fine like that? should i also update the BIOS? as it's a old version but people said on amazon at the time updating it breaks the motherboard hmm

Problem solved, for days, weeks been having this problem, i just Mflash my MB and updated it (even though it's risky as its known to brick mbs aka brekaing them) I was getting worried throughout, done it, boom now memory is at 7% not at 29-35% of memory use. Heck yeah.

I must of had a really outdated version of the motherboard, i regret buying 2400 mhz ram but at that time looking up stuff most ram above the speed didn't get accepted. So glad i fixed the memory issue now, it used to freeze my task manager or even my desktop for like 20 seconds had to risk it and update it xD
