What should I upgrade?

I have had my computer for a good year now and I have been through a motherboard change from a b350 pc mate to a msi x470 gaming plus because of a network failure from a bsod. Now that it has been fixed I have been wanting to upgrade to maintain 60 fps/144hz on these games to name a few:

-Kingdom come : Deliverance
-Witcher 3: Wild Hunt
-Call of duty: WW2
-Warframe
-Pubg
-Subnautica
I am mostly getting a constant 50fps on these games.

This is my build:

-Msi x470 gaming plus Motherboard
-AMD Ryzen 5 1500x 3.5 ghz/3.7ghz (not oc'd currently)
-Amd Stock fan (did use a h100i v2 but it started getting loud one day and made my processor get really hot so I immediately took the intercooler out).
-EVGA Geforce GTX 1060 6gb ssc
-Corsair Vengence LPX DDR4 16gb (8gbx2)
-SShd (8gb ssd/1tb hdd)
-EVGA 650 BQ PSU
-Asus VG248QE 144hz 1080p monitor
-Corsair C70 Mid-Tower case

For 1080p 144Hz, it is either a gtx1080, gtx10880Ti, or wait for the new lineup.
If you do that you will also probably need to upgrade your CPU, as the workload on 1080p will be enough for it and you may notice bottlenecking.
Your PSU is also kinda low-quality. If you want you cant upgrade to a 600w 80+ gold unit.

I have a AMD-FX9590 @ 4,5 Ghz and a 1070. Also got a 144Hz screen, but im getting between 90 and 144 at those games. I'm wondering wat could be wrong.

Can you check your CPU temperature and clock speed in the bios?
