got new ram for pc now it wont boot up.

Solution
Hi

your new ram is DDR3 1600 (PC3 12800)

the HP spec is for DDR3 L (L means low voltage)

from your HP link
Dual channel memory architecture
Two 240-pin DDR3L DIMM sockets
Supports the following:

PC3L-12800 (DDR3L-1600)
PC3L-10600 (DDR3L-1333)

Supports 1 GB, 2 GB, 4 GB and 8 GB DIMMs

so if the motherboard sets the RAM voltage to 1.35 V instead of 1.5 V the new ram may not work

Did newegg website recomend that ram for your HP PC or did you select it your self?
