Stuttering,Bad gaming experience

Hey guys for the past couple months all of my games are stuttering like crazy.In some games like fortnite i have well over 60 fps and it still feels really laggy in some other like PUBG i just get low fps.I noticed that my CPU is the problem. I have a pretty low end CPU and a mid-range GPU.
(i3 4160,GTX 960,8GB ram,Both Games are in an ssd).
Before this the only game i had this problem was Battlefield 1,my cpu is really slow for that game.

Things i tried:Locked my fps at 60 or 75 (i have a 75hrz display),Update GPU/Chipset/Bios,Format my windows,Disable my IGPU but still nothing

depends on the game but usually is pretty high.The weird thing is that when i cap my fps in games like fortnite it sits around 60-70% but when i get into fights my game sometimes completely freezes.In other games like PUBG Both my cpu and gpu are around 60-70% and my game laggs really bad even in Very low settings 1080p

Thats an interesting story.Before i formated my pc it was 100% pretty much all the time i played a game.so i though that was the problem.I formated my pc and switched my ram sticks hoping that will somehow fix my problem.The thing is that now my ram usage looks normal but i still have the problem.
