Looking for a bit of advice on the ElGato HD60S!

Alright, gents. Here's my scenario:

I've got a Dell OptiPlex 780 SFF that I'm looking to upgrade to a Q9650 Quad Core Processor. The machine has 8gb of ram installed, currently, and I plan to add a USB 3.0 Expansion card via PCI.

My question is:
If I upgrade the processor in this machine, and add the expansion card, will it be enough to run as a dedicated stream machine at 720p or 1080p without losing any frames?

Forgot to mention, that I'll be streaming the game play I want from an Xbox One X. This is just going to be a stand alone stream machine.

And before anyone chimes in, yes, I know the minimum requirements for the HD60s, and they state that they require a 4th gen i5 or better, I'm just trying to repurpose an old machine rather than throw it out.
 
Frankly I would doubt it a lot. You are going to put a CPU that is similar to a Pentium of the fourth generation and ask for an I5 (not even an I3).

Think that between the core 2 quad and the haswell there is a big difference in the IPC (instructions per cycle) and that the GHz of both are not comparable.
