Windows 10 Computer + Explorer Hangs/Doesn't Start

Okay so I don't know if this is the right spot to ask this so please direct me if I am wrong--

I have a custom built machine with an Asus Crosshair MB, Ryzen 1800x, 32 gb ram, nvidia geforce 1080 and 512 gb m.2 with windows 10 professional installed.

90% of the time the computer works great. However some weird stuff happens that other 10% including:

-Windows starts up into black screen when I turn it on with only mouse cursor. Task manager works and I can't find explorer.exe anywhere in the processes.

-Downloading a file on chrome. The file will download and then just sit there (perhaps on the verifying stage) so the download extension is still attached to it and I can't download any other files or open that one. It will hang anywhere from 3 seconds - 10m inutes.

-When using the command prompt to use git sometimes on commands the terminal will hang again from 3 seconds - 10 minutes.

-I also have experienced blue screen crashes. I reset my bios, turned off overclocking and took the speed of my RAM down from 3200 mhz to 2133 mhz and this happens much much less but all the other symptoms still happen.

I have also tried scanning for viruses using both ESET and Bitdefender. Nothing.

I am converting from Mac/Linux and this has been quite the headache. Any ideas?

What do you mean inside the bios itself? by entering the bios straight from boot? And whats the EZflash menu?

I am a programmer but a little naive with Windows as its been a while.

Thank you! I will try it when I wake up tomorrow. What is the thought process behind this fixing the issue, just so I can educate myself :)
