Do Dell computers allow for ram speed changes
Are there any bios settings that may do that?
Precision T7500, DDR3, 96 GB, running @ 665 Dram Speed.

Solution
The T7500 is an LGA1366 computer. The memory controller is on the CPU. memory speed varies with which CPU you're running, and how many DIMMs per channel of RAM per CPU. Which family of CPU, which speed rating, and how many RAM sockets are filled, 1r, 2r, or 4R modules. all affect this. You should have either 5500 series Xeon, or 5600 series. They are different in this respect. Be sure that your not looking at the bus speed which is 1/2 RAM speed. which would be 1333 and as good as it gets for that system.
X5500 work like this.

X5600 works like this.
