Asus z97-a wont work after oc

I oc'ed my pc and now it won't start, I've tried C.P.R and cmos.
My fans are spinning when I turn it on, but they are just spinning a second, then it turns the pc off and starts again and then the fans just keep spinning. I can't get i to my Bios and remove the oc because I keep getting a black screen. I know it's got nothing to do with the cable. What should I do?

Does the motherboard beep when your power up? If not, start removing components to get an error. Try to boot only with a single ram, one OS drive and the cpu. Next remove hdd and check if you get post. Next remove all ram and see if you ger an error, and then remove cpu. Then you ll see if it's on mobo's end. Remove the battery for 10 mins to make sure you've reset cmos. Sometimes it will bug and keep the wrong settings.

My motherboard never said a sound when I powered it up before and it still doesn't

None of those things you said worked, but All the LEDs inside lights up as they should, the same with the fans

1. what OC did you perform on your system?
2. what cpu did you use ?

3. unplug computer from the wall, then open case, and gently take the cmos battery out from the motherboard, wait 5 mins, then reinsert the battery in place, close case, apply power and try to boot.
