Black screen after restart. Cannot use PC!

So I built my PC a few years ago and I didn't really have too many issues until a month ago when my screen turned black and didn't respond. At first I was able to uninstall my graphic driver (I have a Radeon 270) in safe mode and that let me get past the login screen but I couldn't run the applications I wanted to without a driver. I tried reinstalling the updated drivers but that led to more black screens. At this point I couldn't get onto my computer, only the troubleshooting startup screen. From there I tried to reset windows 10 but during the reset my screen turned black again and it couldn't complete it. I tried restarting my PC multiple times to be met with the same problem. I downloaded the windows Media Creation Tool to a thumb drive and reinstalled windows through that. That worked and I could finally access my PC, at least until I reconnected my Microsoft account and downloaded Google chrome. My screen turned black again. No attempts (loading screen or logo) at loading Windows even appear when I restart my computer, just a constant black screen. Please help I feel like I tried as much as I know how to do. Thank you
 
Things to try:
You can get in the bios without the screen turning black right? If you can do that and get into your computer via safe mode chances are there's an issue either software or hardware with your graphics card. Do you have onboard video on your motherboard? If you do, physically take out the graphics card and run off the onboard to see if the black screens persist.

Here are some specs:

PSU- Im actually not sure. Ive had issues with it before where it did not supply enough and my computer would turn off randomly so I got a cheap insignia PSU with a high enough voltage for my GPU and i've been using that.
GPU- Radeon 270x
CPU- AMD FX-6300
MOBO-Gigabyte GA-970A-UD3P
RAM- 8 DDR3 Ripjaw

If it is my PSU, would my computer still be running? All the fans and lights sound normal. Thanks for the response.

I'm fairly certain I do not have onboard graphics. I am able to access my computer in safemode. If it is software side then I would be surprised because I just wiped and redownloaded Windows today, and the only applications besides default windows files I downloaded before my screen went black was Chrome.
