Eist is idle, the cpu drops down to a minimum state when it's not being used. Soon as you hit a key it jumps right back to full power.

C-states is low power modes that involve sleep. For OC this is usually disabled as low power states can lead to instability. If not using OC, C1C3 is fine, still allows the pc to sleep when not used.

C1E is almost the same as eist (enhanced Intel speedstep technology) as both will lower clock speeds and power consumption at idle. C1E is something windows constantly tries to engage, whereas eist has to be recognised by windows, bios etc. Disabling 1 and not the other doesn't really do much, but disabling both just means you stay at 100% power, all the time, pretty pointless if you leave the pc for an hour etc as it does nothing but eat up the electric bill.

None of the above will change cpu performance other than the times when performance is not needed.
