New build; won't post!

Hi everyone,

I recently started a new build:

Ryzen 2700X
ROG Crosshair VI Extreme
Viper RGB 2666 Mhz DDR4 Ram 16GB (2 x 8GB)
GTX 1070 Ti
850W Thermaltake Toughpower

So I did everything I can think of and researched. From clearing cmos, troubleshooting from CPU + Mobo + PSU only to flashback bios - nothing worked. The mobo has an onboard QLED which always light ups white (for VGA error) and the code is always E6. Now, there's a code for that in the manual, and it's pure tech jargon and provides no clear explanation. I'm sure it's trying to tell me something (in combination with the VGA LED), but I can't find anything online or in the manual that fully explains the issue.

To already answer some of the suggestions and questions I'm sure you'll all ask:

- I've tested the PSU on an old computer; everything runs fine
- I've confirmed it's not the problem with my GTX 1070 TI - as an old AMD 580 that was in the old computer could not be used either
- Both RAM sticks are usable - tested in the old computer as well
- Flashback bios didn't work, despite whatever bios I chose; always was a failure
- I've disconnected literally everything but the CPU and PSU and built up to connecting everything step-by-step. Pretty much as soon as I have the RAM in, it's always code E6 and the VGA light. Some might say it's a RAM issue- but that doesn't explain why this build wouldn't work with the ram that was working in my old computer or actually work in the old computer as well
- Currently at boot, it won't post - but the LED lights all light up & CPU fans all work as well. However, the GPU fans sometimes spin, sometimes don't.
- I've rewired and quintuple checked all the power connections to make sure I wasn't missing anything mobo wise or GPU wise.

TL;DR - the system has been checked top to bottom countless times, but it just won't post and seemingly won't detect ANY GPU. I'm not hearing anything from the 4-pin speaker whenever I press the power button either.

*** Also, I forgot to mention that there was no power to my mouse or keyboard no matter what I did!

Tried all of them, no avail. Tried with both cards too.
Yeah I know what the E6's manual says...but I was hoping there could be more insight to that. Couldn't find any more in-depth information online regarding E6. Truly a dead end.

I feel like it might be a problem with the motherboard?
 

1. Have you tried booting with 1 stick of RAM in DIMM_A2?
2. Have you tried using the "Safe Boot button" or the "Slow Mode Switch" on your motherboard?
