LOW FPS in EVERY GAME

Hello there,
When ever I try to play any games, I get really low FPS. In Roblox, I get 40 fps but it can go down as low as 10 fps. CS:GO is the same, but in Fortnite, I get consistant 60 FPS (LAG SPIKE IN COMBAT BUT RECOVERS VERY QUICKLY). I dont know what is wrong.

NVIDIA GeForce GTX 1050 Ti (Gigabyte)
8 GB RAM (Crucial)
500w RGB PSU (ThermalTake Smart Series)
B250-K ASUS MOTHERBOARD
120 KINGSTON SSD
1TB SEAGATE HARDDRIVE

GPU DRIVERS: Nvidia Geforce 398.11(lastest version) & MSI AFTER BURNER

What speed/temps afterburn shows while gaming?
Did you check graphics settings for the games that are too slow?
Are they in ultra/high quality? Try lowering them.

Did you make sure to plug in your display to the GPU and not the motherboard?
I've seen too many people plug their display to the motherboard instead of the GPU (which circumvents the GPU).

I've plugged my hdmi cable to my monitor to my gpu already

I built this computer 6 month ago
GPU Temps: ~54 degrees celsius / 98% usage
CPU Temps ~ 51 degrees celsius / 49.3% usage
This testing was in Fortnite

Did you just upgrade your computer from an old one or did you build a new one? If you replaced your graphic make sure to uninstall the old drivers, with the Display driver unstiller.exe and of course download the new driver that requires for your new NVIDIA GeForce GTX 1050 Ti (Gigabyte).
you can also try this:
Go to Nvidia control panel>Global settings>Power Management>Prefer high performance
Go to the control manager>Power settings> Uncheck balanced to High performance
When you're done go to your computer>Right Click on your local disk>properties> press disk clean up (General)> when you're done go to tool and press optimize, you can also to that the other hard drives.
Run>%temp%> delete all the files.
If none of this work drive to clean your computer, I had the same issue I had GTX 960 and I was around 40-60 fps on every game with the lowest graphics until I open up my pc and cleaned everything there was a lot of dust stuck in the fan. So I went from 40-60 fps to 180-200 fps on highest graphics
