Low Frame rate, Screen tearing, High CPU usage suddenly

I have a problem I'm hoping someone can help explain. I moved the location of my PC from a dorm to a house and all of a sudden I've seen massive drops in performance. Before the move I could run league of legends at 130-144fps (pretty stable as well), and I could achieve between 120-144fps on Rainbow 6 Siege (a significantly more demanding game).

However after the move I am unable to achieve a stable frame rate in league of legends. It often fluctuates rapidly between 80fps and 144fps. And Rainbow 6 Siege cannot achieve a frame rate above 90 fps. It also seems to fluctuate a lot since I notice a lot of stuttering in game (almost at all times).

When I check task manager during these programs, I find I'm using a lot of CPU. League under load makes me use around 60% of my CPU, and Rainbow 6 under load makes me use about 80-90%. This seems higher than normal since I was able to get good frames before the move.

Here are my specifications:
- CPU: i5 4690k @ stock
- GPU: GTX 980ti
- 16 GB DDR3 RAM
- 1440 x 2560 monitor capable of 144 hz with Gsync
- Water cooled (Idle no load 40 Degrees C)

I run all the games mentioned above locked at 144fps @ 2560 x 1440 resolution in their respective in game settings, and my NVIDA control panel has the monitor set to the same resolution and frame rate. Vsync is disabled and Gsync is enabled

I have never had issues before now achieving full frames on Rainbow 6 and I have changed no settings. The only thing abnormal that happened was a brief 5 second power outage due to a storm, however I couldn't find any settings that changed due to this.

I feel like my CPU isn't old enough to have this issue but you guys have more knowledge than me so anything you can think of that would cause this may help. Thanks for reading.
 
If you have not, try re-seating all components and cables. Something (RAM, GPU, SATA or power cables) could have moved and become loose.
Power off, disconnect power cord, press power button to discharge capacitors, ground yourself and check all components and cables.

I would reseat your cooler plate on your cpu. IT may have moved, cinched down on your cpu. Cpu's don't like a lot of pressure on them. At least first try backing off the screws to the cooler plate a little bit and see if that helps. Also give the pc a good air blow cleaning. Fans, cooler radiator, psu, motherboard etc. Update all drivers, and use cc cleaner to clean up all junk files. I woud also pull memory reseat it, pull the gpu and reseat it.
