What should my cpu temp be?

I'm worried that my cpu is running to hot. It says I'm getting 99 degrees Celsius (while on Csgo home screen). what should I be getting?

Specs:
Cpu: i5-4590 (stock cooler)
Cpu: Gtx 1050ti
Ram: 8GB ram
Case: Corsair 300R ATX mid tower

Your stock cooler has popped one of it's push-pins loose from the motherboard, which is a common problem.

Here's how to troubleshoot it:

Remove the side cover and run your rig so as to duplicate the high temperatures. While monitoring the temperatures, push firmly against each corner of the cooler for about 20 seconds.

When you see a significant drop in temperatures, you've found the corner with the popped push-pin. They are deceivingly tricky to get them properly and securely seated and latched.

Mid 50's to 60 with that cooler on that screen. I'd check to make sure the heatsink is clean of dust and debris, the fan actually is working.

You might need to reset the heatsink correctly with new paste after correctly cleaning the base and cpu.

Sidenote: Yes that is very likely a reason you are lagging in a game since the CPU is throttling.
