OFFSET mode for cpu?

How do I use offset mode for my Cpu voltage. I noticed I can change the sign to - or + but I’m not sure what that means.
 


You use Offset Mode in BIOS to allow the BIOS to overclock or underclock the CPU depending on the voltage you set.
Lest see you want a CPU to run at specific frequency (3.6GHz), the BIOS automatically will provide a voltage to achieve the desire speed (1.40v). But you might not want that high voltage, since you might know that you could get to the desire speed with less voltage (1.28v). So you will set and offset of -0.12v limiting the maximum voltage the BIOS can use. That way your CPU could run cooler and use less power.
You could do the opposite if the BIOS does not apply enough voltage for a stable overclock
