Can you tell if my mobo is broke by this video?

My PC turns on and off every 2 seconds now when I try to turn it on, ever since this morning.
It has had issues in the past regarding sleep/hibernate, likely related to this. After sleeping, if I tried to turn it on, it would act like it was turned on (iirc mobo error code showed no issues), but the monitors would not respond (as if the pc was still off) and I would have to just force restart the pc.

So this time, the same thing happened except now it fails to start up. Here is the video of it:

I have looked at all the troubleshooting steps, but I want to see if anyone can tell from the video whether it is clearly a motherboard problem, from personal experience. I think the way the error code fails to display and breaks looks really weird so I thought maybe its a clear indicator of a specific problem.
I have also already tried the solution where you unplug, hold power for 10s, replug, wait 30s before restarting, no effect.


The motherboard is a "G1.Sniper Z97 gaming motherboard" (foolish purchase), and the PSU is an EVGA Supernova Gold 850W.
There has been no changes to any component for months.



So can anyone tell if this is obviously a specific problem with the motherboard? Or is it absolutely unclear?
