Dell Optiplex GX620 - PSU or Motherboard replacement?

For three years (febuary 2015 - now), my Dell Optiplex GX620 has been non-operative. I now have money to play around with and I am planning to get a replacement motherboard or PSU.

The system does not start up. No matter how many times you hit the power button. However, I've noticed the AUX power light active on the mobo, but that's just about it. No POST or nothing.

I think it is the power supply, here is why.
About 2-6 months before I installed a Visiontek 4350 512MB graphics card, which I had to use given the power supply was 280 watts and the card only needed 250. Well, this system also has the highest end Pentium 4 out there, which is 3.8GHZ, probably meaning it would take tons of power. Couldn't that cause problems?

But then again, the motherboard is getting power. I had some other PSUs lying around, plugged both the CPU and motherboard power, but needed the four more pins for the motherboard slot.

Also, should it be the power supply, would a modern day ATX power supply work/fit on this machine?

Any PSU with only 20 pins won't be able to do much in the modern world. Try removing the graphics card and use the onboard graphics for a day or two and see if that improves things. That will tell you the PSU is the basis of your problem then buy a 450W unit.
