My PC is performing below expectations

Ok, so recently I've been lagging in games that I know my pc could run better. In the past, it performed much better than now so I'm not sure on what is currently wrong with it. I've only had this PC for 1 year so far and it is already performing strangely, any help would be greatly appreciated.

Here are my components and other information:

Motherboard: Gigabyte GA-970-Gaming SLI-CF
Memory: Adata DDR3 2133 2OZ 2x8GB
CPU: AMD FX-8350
GPU: EVGA GeForce GTX 1070 Gaming
Display: 1920 x 1080 - 32 Bit colors
OS: Windows 10

I believe that ur CPU is bottlenecking your entire system. With an incrase in usage, the cpu struggles quite a bit. You can already see this when looking at the very high percentage of background cpu usage from your test. Your RAM seems to be on the weaker side too in comparison to your other parts which can explain the lag. Also, check what bacground apps u are using. You can see this using task manager, and then look at background processes and see what u can find.
