i5 8250u MMO WoW BFA gaming with cooling pad

Lets take some good laptop implementation, e.g. Acer Aspire E5-576G / 8250U / MX150 or Xiaomi with same specs.
Set TDP to 25W via Intel XTU utility.
Add good cooling pad and win temperature always below throttling point (idk, lets say always < 75°C). And maybe, just maybe, replace legacy wtf-room with cooling fan.

What can i expect from this solution vs Windows10 LTSB + World of Warcraft? (Discord on my phone ;D)

WoW fully utilized (raped) one core and somehow used second core.

Can my solution run stable at least 3.1GHz / 3.1GHz / whatever / whatever?

Addition info: not interested in gaming laptop, don't care about graphic settings, wanna stable 75fps in casual gaming on external display (e.g. LG 24MK430H-B).

75fps is doable with some settings turned down, but if there's any raiding involved, expect that to drop.
WoW is one of those games that likes multi-core/threaded cpus, so for the 8250u, that's good.
The bad? Those cores are on the slow side.

The OP in the link you provided states that the all core boost(default) is the same as the single core boost, 3.4Ghz. That will not be sustainable for more than a few minutes of play, then it will get 'toasty' and downclock itself. You can tweak with undervolting as the other guy did, but know that what worked for them may/may not work for you. No two pieces of silicon are the same.
