PC Not Turning On. MOBO LED is on

My PC randomly shut off yesterday out of nowhere and I can't seem to get it back on. I feel like I've tried everything. The only time it goes start up is when I unplug the power cable and replug it, then it will only turn on for maybe a millisecond and won't replicate unless I redo the previous steps. If I don't, it won't turn on at all. The MOBO LED and my external hard drive remain on. I tried clearing it out bc I thought it may have overheated, I tried switching the power and reset buttons, I took off the heatsink and replaced the thermal paste, I unplugged/replugged all the cables into the power supply. I went out and bought a new lithium battery and replaced that. I read that the RAM might be the problem, but I don't see why that would be my problem bc I also read that RAM should last indefinitely if its good bast like the first few months. The oldest specs I have in the PC ~5 years. Same thing with the power supply, and I really don't want to spend money on new specs only for it not to work. Any suggestions? Thanks

GPU: GTX 970 FTW ACX2.0
CPU: AMD FX 8350
MOBO: Asus Sabertooth 990fx
RAM: 4 4GB Sticks of DDR3
