So Finally i can upgrade my pc
my current specs are : gtx 960 - i5 6600 - 1440x900 60hz monitor [2007] LOL

1-so i decided to buy a 144hz 1080p monitor 100% sure i will buy this
2-planning to buy gtx 1080

the problem is .. when i play battlefield 1 with the gtx 960 and i5 6600 .. Cpu usage was 100%
and the Gpu was 40 to 60
i was not happy with that

so what is the best choice
1- Get gtx 1080 with the i5 6600K
2- stay with gtx 960 and upgrade cpu to something high

Notice : I will only play on 1080p 144hz .. so what cpu should i get to run gtx 1080

i don't know what to do in this case .. once i upgraded i can't upgrade again until 1 year

Assuming this is primarily about BF1. This is a cpu heavy title. There's little to gain by getting a 1080. You will get better results from either of the cpus I mentioned.
The 1070 is a 1440p card, but is also great for high refresh 1080p gaming. You can even do 1070ti - that's pushing it. 1080 is overkill, even moreso with a game that isn't gpu hungry. You need a stronger cpu. 6700 or 7700(again, bios update first).

7700 with 1060 can also work, but it HAS to be the 6gb model. Doesn't give you as much headroom as a 1070 though.

what does the BOIS update mean ... My motherboard is Asus h170-pro

BF1 multiplayer, and so probably the next BF as well, require more than a 4 core/4 thread CPU. So I agree with the others that for that game and others like it you need an i7 upgrade first(assuming you stay Intel).

For 1080p 144hz I'd probably be happy with a 1070 but I'd look for examples of people running high refresh BF1 on 1070 vs 1080 before I bought anything.

1080 + i5 6600 vs i7 +1060. well if it were me I'd rather have the i7 and 1060 for BF1 HOWEVER the 1060 is really aimed at 1080p 60hz gaming. You want 144hz gaming. This is why you need to be careful about monitor choice.

I have seen people fall in love with what they think is the perfect monitor. They fall in love with the idea of high refresh rate gaming. Then they can't or won't spend the money on the components necessary to drive that monitor properly. Be honest with yourself about what you can afford. You could get a quality 60hz 1080p monitor and i7, and drive it just fine with a 1060.
