windows photo editing + light gaming build help please

hi there everyone . id like to have advice regarding a photo editing build with intense light gaming possibilities . ps , i just wanted to let you know that im familliar with advanced terminology and pc components since i eat computer related subjects for breakfast (mostly ones related to gaming and a bit of thoses related to expert computing such as multi layered vm's with VT-d implementation on cpu so you could do a computer with 2 sets of monitor, keyboard and mouse and play along side your friend that would sits right next to you)

so heres the story , i have a friend that is european and hes in its 50's and did photography school the old fashion ways . hes with apple since , well , forever and he love playing games on its windows partition (he mainly focus on one mmorpg right now) . he has an old imac 27" 2013 . he'd like to switch to pc , but only if its favorable to him . so i told him pc was kinda android for iphones . meaning that android is way more customisable with tweeks and all that stuff that an iphone cant do due to its restrictive environment . we had a debate on gpu to use for photo editing . because he wants to make photo editing for a living when he gonna switch country . so he said to me that the gpu needs to be specificly engineered for photo editing . then i told him that theses days , you dont need a 2 to 5000 dollars (or in this case euro) quaddro to do photo editing . [{(so id like a gpu expert to confirm that please)}] . now the cpu part . with more cores these days on i5's and i7's would it be a good idea to make him purchase a i7 (dont worry i know he doesnt need to be K) if photo editing and gaming can be done with an i5 ? RAM side , would it be wise to go for bare minimum speed of ddr4 (2133) for lowest price but something like 32gb of ddr4 (2x16) ? would a cheap tlc nand based ssd be good for os , apps , main project files , and a second one for export with someting like a 2tb 7200 rpm hdd for completed project storing and another identical drive for game storage ? monitor wise , would a 500 euros ips monitor with great color gamut be over the top ? he has a very strict 2000 euro budget with taxes (not a cent more) . it does not matters if its less , in that case he will be even happier :) .

There are two issues here, going from OS X to windows will be a bad experience. If he has to buy new software then that is going to add to the budget.

You should start with the software that he is going to use. What are the recommended hardware requirements, that should set your baseline.

Have you looked at the i-Mac Pro? or the iMac.

If you do intend to go down the windows path then I would base your build on a Ryzen 2700 with 32GB RAM and a NVidia 1070 (subject to software requirements)

If he is going to be serious about photo editing (Photoshop?) and the budget is fixed then look at the following.

Then he should look at a R7 2700 (8 core 16 thread).
As far as GPU is concerned a NVidia 1060

32GB DDR4 ram, 2 sticks of 16 in case he needs to expand later.

500GB ssd for OS and Apps
2TB hdd for backup and archive.

I would suggest a 4K monitor.

Also consider things like noise, he will probably want a quiet machine, so get good quality fans.

Will you be building the machine or will you want a ready made machine.
