Does cmos jumpers affect boot/post?

Hi i have a motherboard that i dont know how to configure the jumpers on it, like where which side of pins is reset and which is normal so my question is how to find out the jumpers configuration and also does the jumpers affect boot? because i get black screen and no post and i think its becuase someone messed with the jumpers, is that possible?

and what would happen if i take off the jumpers completly will the pc boot or not?

All that information is normally found with the manual or screen printed on the motherboard (magnifying glass required) or view online at manufacturers website.

If the clear cmos pins have been shorted, I have come across some boards that power on but just show a blank screen.

Thank you for your reply and btw would the mobo show blank screen aswell if i remove the jumpers completely or would it boot fine?
