Gigabyte Boot Loop

Just built a new computer using a new B360M DS3H motherboard. Bios came up great, it is stable. I could see my NVME drive, 16GB of ram, the external usb DVD drive (for installing the os), a wifi pcie card, the Intel I7-8700 CPU. (haven't even tried with the video card yet)

I save my bios settings, and let it reboot. Im expecting the computer to boot of the DVD drive so I can install my OS... but.. no. After the Gigabyte logo appears. The computer reboots. Actually I should say the power to the computer seems to disappear for a moment, the fans stop and the led lights go off. Then, back on.. then it happens again, reboots after post. The third time it does this it gets stuck at the logo, waits like a minute, and then goes into bios, which when it is in bios it doesnt reboot. (I will note I am not touching it at all while it is doing this)

Originally I was on the F3 bios version when this started happening, upgraded to F4 and it still happens.
Removed the USB DVD drive and tried a bootable USB flash, still same thing. Tried each on different USB ports on the mobo. Removed the wireless PCIE. Set the Bios to default settings.
I verified my RAM is compatible with the board. I'm using a Corsair self-contained water cooler, CPU temp is showing to be 25C

What else can I try?

So.. update. I was using an older 700W Cosair power supply. About 9 years old. I replaced it with this Thermaltake Smart RGB 500W Kaby Lake Ready Power Supply PS-SPR-0500NHFAWU-1.

And now everything is working :)
