CPU and motherboard out??

So I picked up a couple of old gaming computers from a garage sale for parts, but then I decided to try to use some parts to upgrade my current computer and use the rest to create a new gaming computer. One of them had an ASROCK 990FX extreme 9 motherboard in it and the other had a biostar ta970gx xe. The Asrock was the newewst and best, so i was going to use it in the new build, but once I got everything put together, it would not turn on. Nothing happened except the fans twitching. I've already followed the no boot checklist on this forum, and from that and some troubleshooting I think there are two problems.
1) The CPU is bad
2) There is a short somewhere that involves the CPU power from the PSU

Here's how I came to this conclusion:
1) I had another working computer lying around that was also AM3+ socket, so I took it's CPU out and replaced it with the one I was trying to troubleshoot. When I turned the PC on it did turn on, but nothing displayed. Since I knew everything else is fine, that must mean it's the CPU.

2) If I remove the CPU and the CPU power from the ASROCK, it will turn on and stay on. If I plug the CPU power in, then I get fan twitch. When I did this same thing on the test computer, it turned on and stayed on.

So based on the above, do you guys think I am right, or do you think it could just be the CPU?

Sorry for the long post and if it's in the wrong place, but hopefully I've provided enough info.
