Both CPU and GPU usage and clock speed drops under load

Hey guys i recently (2 weeks ish ago) discovered that my CPU and GPU simultaneously both cut there usage dramatically from roughly 80% down to 30% (4.30GHz down to 1.3GHz) and it's effecting my games very badly. The huge drop Spike in usage seems to happen more frequent the more load that is on the PC i noticed.

So i did the obvious thing and took it too the local technician after i couldn't find an answer and he said he didn't come across the problem and the temps was a bit hot.

The pc was fine for a few days then all of a sudden when i started to stream and put load on the pc even though it's not 100% it would affter both cpu and gpu at the same time.

Specs: CPU: FX 6300, GPU: 1050ti gigabyte, PSU: 500w Bronze 80+,
motherboard: ASUS M5A78L -M LE/USB3

Everything in this system is fair new, roughly a year old, only exception is the HDD. Ill provide Screenshots below and yes I check drivers. and PC was factory reset recently and problem still persists.

1.3GHz usage under stress test: https://gyazo.com/caa965ec061135b30895db4b359211e2

If anyone can give me an answer i'd be very grateful at this problem is stopping me do my work, thanks for reading.

Tj Max for that cpu is not 83 Celsius; I dont know where that comes from.

Is it that you have just noticed, or that it has just started??

Temperatures are lower than I ran my FX6300, but then I had it clocked to 5.1GHz (and it was still rubbish).

I would monitor the voltages from the psu, in case they are dipping. Also, give the psu a good vacuum to make sure it isnt clogged with dust. Dust would reduce airflow, causing it to overheat under heavy load - and so throttle itself.

Appreciate the reply i recent had the PC serviced it was cleaned and and new thermal was applied hence why my temps are pretty solid atm. My cpu voltage is 1.34 atm but set to 1.375 ill post voltage screenshots below if it helps

I'd try using AMD overdrive for monitoring CPU temps, a lot of utilities don't report CPU temps properly for FX CPUs from what I've heard.

Regarding power supply voltage, yes 7.9 V would be very low for the 12V rail if that's accurate. Is that only under load, or all the time? I'd maybe try a confirming with a different utility (I like hwinfo64), or even check what the voltages are being reported as in the BIOS.

Volts were fine i checked the bios, right its definitely CPU related i think because im just running a stress test for it, and i have the same problem, goes from 100% down to like under 30% usage and from 4.3Ghz to 1.3Ghz and the chip is only a year old so i don't understand. and also why would it affect my gpu too when running games.

Can you manually test the 12v rail using a multimeter?? I am guessing it is faulty and suffering major issues under load.

Even fairly cheap meters have min/max recorders these days, so if you have access to one, clip it into the +12 and chassis and stress test the system.

Hey guys appreciate the responses, right i put the pc back to stock fx 6300 now at clock speeds and same as the 1050ti and im never geting the problem.....But then the problem is why am i getting the huge spike drops under load i never ever had this problem before and have always ran my overclock at 4.3gz for over a year.... so why i get this problem now.

I just took a look at your motherboard, it's pretty low end with poor looking VRM. I'm guessing the VRMs were throttling with your overclock. I don't why it worked fine for a while and then stopped, maybe with component aging it got to the point it couldn't handle the load anymore.

hmmm im not too sure when i clock it to 4.2gz and playing games as normal it doesnt throttle at all but when i stress it at 4.2gz or play at 4.3gz and above the throttling begins and its affecting the gpu aswell. even though i had this board for only 1 year just very strange all of a sudden its playing up
