2.4 GHz is much, much, slower than 5 GHz.

I noticed a few months back that my ping on online games wasn't stable, as in, would fluctuate quite a bit. My cousin, who had the same ISP and plan as I, had perfectly normal ping. Suspecting the problem lie with my router, I changed it, to a dual-band router: ASUS RT-AC51U+. In the beginning, the speed of both bands was the same, and on my PlayStation, the download speed of the 2.4 GHz band was even higher than the 5 GHz band. However, recently, the 2.4 GHz band is much, much, slower. My internet speed is 25 Mbps down and up, and last night I was getting speeds as low as 9 KBps while downloading a song on 2.4 GHz. I've tried changing channels, but that barely does any noticable difference, and I don't believe there's anyone using my wifi without permission either. I live in an apartment complex so there are quite a few neighbouring Wi-Fi's, though.
