I had just installed a new motherboard (Gigabyte A320MA-M.2) into my pc along with a new CPU (ryzen 3 1300x) with the Wraith Stealth cooler, completely new components!

The PC boots all the way into windows works fine, I updated the BIOS to the latest but the CPU fan does not spin! I have it plugged into the (cpu_fan) and tried the (sys_fan1) slot and it will not spin! I have the atx 12v plugged in with 2, 4 pin connectors because my PSU does not have an 8pin! What am I doing wrong?

Or did I just get a faulty cooler?

Do you have a molex fan adapter lying around? If you do, try that. If the fan works, it means there's something going on with that fan header. If, using the molex connector, it still doesn't work, then the CPU fan is defective. You could also try plugging it into another fan header on the motherboard and set the fan profile to max in the BIOS as a test as well.

Edit: I just caught the post where you mention that the fan is spinning erratically if you use your finger to start it. That almost is guaranteed to be a bad fan in that cooler. If you can, run out and buy a cheap air cooler, such as the Cooler Master 212, it's cheap and it works fairly well.

I actually don't know what a molex is (just Googled it) and I don't have one unfortunately, but I did try plugging the CPU fan cord into a SYS_fan header and setting it to max but still won't work, I also guessed it was the cpu fan being defective so I ordered a coolermaster just now, but I was hoping it wasn't because the cpu mobo and cpu fan were brand new :/

Edit: just caught your edit lol! Well so it seems that way, I just ordered a cooler master! So guess that is the end of that! Sucks how a new cpu fan can come defective :/
