Recently I have had this annoying loud sound from my CPU cooler however it has not always been that way since when the PC was first built I remember it being really quiet. It is not because of the temperature of my PC because even when my CPU is running at 30.50 degrees Celcius the loud sound is still there. I also think it worth mentioning that I screwed in my CPU cooler in my case since I had to perform a BIOS update and I also didn't replace the thermal paste after reinstalling the CPU cooler. Any help would be greatly appreciated.

If the cooler does not move, the thermal paste can last for years without problems, but if the cooler is reinstalled it is necessary to replace the thermal paste if it is dry because, otherwise, the sealing is not guaranteed.
