Installed a new AIO cooler - think maybe I somehow fried Mobo in the process?

Hey all!

So, bit of a conundrum for you.

About six months ago I built my first PC. Today, I got a new AIO cooler from EVGA - the CLC 240. Well, as I said, the system was working great...until today. I installed the EVGA cooler, got everything hooked up and wired nicely...went to boot up and...nothing. Not a beep, click, no fans, no lights, no nothing. My GPU has an LED indicator that lights up when it's receiving power, and it's lit up, so at least it's getting power, but I don't know about any of the rest.

For context, here's my current build:
-S340 Case
-MSI Tomahawk Plus B350 motherboard
-Ryzen 1600
-Asus Strix 1070
-Crucial Ballistix Sport 16gb (8x2)
-Samsung 128gb m.2 ssd (boot drive), Sandisk 240gb 2.5" ssd, WD 1TB HDD, Hitachi 3TB HDD
-Noctua fans (2x nf-s12b for exhaust - 2x nf-f12 for intake)
-a little asus wifi card
-EVGA supernova G3 650w PSU
And, of course, EVGA CLC 240 AIO cooler

So, here's what I've tried so far:
-Thought perhaps the power switch was bad. Tried to jumper power pins on Motherboard. nothing
-Reseated ram - nothing
-Made sure CPU was seated properly and reinstalled AIO just to be sure it was installed correctly - nothing
-Cleared CMOS before trying to power on - nothing
-took out AIO and reinstalled stock cooler with new fresh TIM - nothing
-removed all peripherals/storage etc except for boot drive - nothing

Not really sure where to turn next! I suppose at this point my first guess is that the motherboard is fried, but hopefully it's something simpler.

Anyways, your thoughts/recommendations are welcome!

No liquid metal; cleaned the old paste off the CPU and the cooler came with preapplied paste. I don't think I screwed it down too hard, but I guess it could be possible...The cooler mounts with some thumbscrews that also have a Philipps screwdriver slot as well. I turned them all finger-tight and then just gave about a quarter-turn each with a screwdriver to make sure they were snug. I didn't hear anything crack or notice any obvious physical signs of failure. :/

Do you mean CPU cooler? or the fan on the PSU? The cpu cooler (both AIO and stock cooler) does nothing when pressing power nor when jumping power pins. As far as the PSU fan - I didn't check to see if it responds at all, but I'm planning on testing it with my multimeter to make sure it's sending the correct voltage later today.
