Is this bottlenecking??? GA-F2A68HM-H back USB not working correctly

Motherboard: GA-F2A68HM-H
CPU: amd-athlon-x4-860k
RAM: PNY 2x4gb ddr3 1333mhz
PCIE: videocard 1gb
OS: Xubuntu 18.04
PSU: 1,000 watt

NOTE: This is not an OS issue, this issue happens at first boot, cannot get into bios unless the keyboard and mouse are plugged in the front USB ports of the case.

The front panel USB are working with the mouse and keyboard plugged in. The back only works with the generic upstream cable for the monitor. I have tried plugging in the mouse and keyboard in all back ports, there is no response. The upstream cable for the monitor works in all USB 2.0 ports, there is no response from the USB 3.0 at all.

Xubuntu terminal lsusb shows all USB ports:

Have unplugged the USB connectors from the motherboard, still the same problem, Bus 002 Device 018: ID 0424:2514 Standard Microsystems Corp. USB 2.0 Hub, is the only one working. Tried all types of mice and keyboards, same issue.

Also, when plugging in any other USB devices, Bluetooth, thumbdrive, etc... in either front or back, the board does not recognize it. When a thumbdrive is plugged in the front at the same time as the mouse or keyboard, the mouse and/or the keyboard stop working, and the thumbdrive is not even reconized. When plugging a thumbdrive in the front alone, the motherboard still does not reconize it.

Have tried another PSUs, 650w, still same problem. The issue started after upgrading my CPU.

Did have a bad CPU, which is why I replaced it, the pins were bent and the motherboard was only reading one ram at a time, showed there was two inserted but only recognized one ram. Now with the new CPU both ram are recognized, but, now the USB is not working correctly.

Did read the specs, saying,

that the AMD-Athlon-X4-860K works best with DDR3 21333 ram.
Before running out and buying new ram, hoping somebody could give me some idea, should I first buy a new motherboard if it is the USB capacitators, or, should I purchase better ram?

Ended up replacing the motherboard, thinking that while updating hardware, I touched something with the screwdriver, causing static electricity. Probably could have connected a usb hub, or, usb expansion card, although, didn't really want to bother.
