Its luck of the draw really-no two chips will behave the same so you could have either extreme; you can reach 4ghz easy or you could get stuck at 3.8.
The best way is to experiment and see for yourself. Increase the clock gradually until you hit instability, try bumping up the voltage and see how it goes.
Mine for example is one of the rare 8 core 1600 and can hit 4ghz but it means I have to have the voltage at close to 1.4 so I went for a more conservative 3.85ghz @1.275 and it remains icy cool as well.

You might be able to get 4ghz with that chip, but its the luck of the draw. You have decent cooling, so possibly. I was able to get my 7 1700 to just under 4ghz before I went to my 2700X. Just don't overdo the voltage, up in incrementally, benchmark, and go with the most stable OC. If you can't get it as high as you want, then go for an OC on the memory. Faster memory has a huge impact on Ryzen's performance.

Well I have the ram at 2800mhz. I can boot into win10 with no problem at 4ghz. I won’t go past 1.41v though and it’s not stable. Even though MSI says it’s safe for 1.425. Idk I only tried once anyway. I’m not home or I’d try again
