Whats wrong with my PC ?

Below are my old pc spec before i upgrade:

OS: Window 7
CPU: I5-3470
RAM: 8GB 665 MHz
Motherboard: Gigabyte B75M-D3H
GPU: GTX 780
Storage: 1TB Hitachi
PSU: 750 W

1) i upgrade my GPU to Gigabyte 1060 3GB

- when i play game, everything is normal.

2) then i decided to upgrade to windows 10, this where weird things happen.

- everything i boot up my pc after shutdown, it takes very2 long time compare with windows 7, what could cause it ?
- in 'task manager' there is 'service host: local service' using like 20-30% CPU, i googled on how to reduce it, but none work but some say it can be normal. really ?
- when i play league of legend, usually in loading screen, i didnt have to wait so long, but now it takes quiet a while to load into the game, is the window 10 causing it ? and my FPS is below on what i usually get in window 7 and even after upgrade 1060 still ok, and its not even consistent.
- when playing LOL, my temp on CPU went to maximum 62 degreeC, is it ok ?
-if i want to play PUBG, just to open the game takes very2 long time, what cause it ?
-in the middle of playing PUBG, i tend to get screen freeze with high pitch sound like something broken, then i have to force restart the pc or it will restart by itself, what can cause it ? is it possible my CPU temp went higher ?

Did you make sure to manually download and install all your drivers?

Did you leave the previous drivers on your system? You might need to do a clean install especially for the GPU if you haven't. Google for DDU driver uninstaller.

Your slow loading might have something to do with your HDD, do you use the same hard drive? Is it full? Remove the old Windows 7 files if they are taking up way too much space (but only do this as a last resort because you won't be able to revert back to Windows 7 without a fresh install).

Also you need to force your Windows 10 to do more updates. Go to update center or just open start and type Windows update. Check for updates. Restart, check again. Install them, reboot. You may need all your old motherboard apps too, from the page of your motherboard manufacturer, you need to check the exact model you have (you can generally see this when Windows starts) and download all the Windows 10 32 or 64 bit (Whichever you have installed) apps for your PC. Even the fast HDD apps, they actually help in some cases.

Install a pretty new and good game from Steam if possible, then you'd get free redistributables updates also, for Directx and stuff. Otherwise just google for the official Microsoft Directx download.

Also why is your RAM speed so damn low? I hope you mean it's double that, but you read it from BIOS where it shows half in some stats.

i went to window 10 website on the media creation tool i guess to download window 10, i choose to 'upgrade this pc' instead of creating a file in usb. i choose to be clean install aswell, so i believe window 7 is gone. after finished upgrade roughly 5 hrs. thats all i did.i didnt touch any driver relating to Mobo or GPU.

HDD remain the same,

RAM, thats what i saw in speccy, showing that speed. i know is slow, its a cheap one with no cover or fancy looking, just the memory lol....
