CPU temperatures jumping from high to low in seconds

Overclocking makes my temps of all cores jump under stress test from high to low

this happens every 2 seconds from around 60 to around 80, while i have a custom water-loop with one 240 rad and one 360 rad and an xspc pump and have re-applied thermal paste 4 times even tried my previous CPU block but still these weird spikes which in my memory i didn't have before and i overclocked it to a mild 4,8 degrees turned XMP off no difference, all fans running my water temp is 24 degrees and my GPU is always below 40 degrees. anyone a clue on what could be wrong or what i am doing wrong because i'm clueless.
