Not sure if Graphic card died

Hi,I believe I need to replace my old Radeon 4850,but I’m not sure if that is the problem. Black screen no beeps at all and computer will not shut off unless I pull the plug.tried another cable,monitor etc... it is an older alien gaming computer ..thanks
