Graphics card will not pass post on new mobo but works on 2 other pc’s

So I got a Ryzen 2600x and an Asus X470i mini itx motherboard for a small form factor case I bought in japan. I installed the cpu correctly, attached the wraith spire cooler that was included, put in my Corsair vengeance 16gb 3000 kit and attached my Asus Strix 1070 to it.

I POSTed the system, and the white light indicating a GPU problem came on. I tried it again and the same thing kept happening, even with 1 stick of ram. It turns out my sfx PSU has died 5 minutes outside the box. I started using my old EVGA psu for testing, and the same thing happened except the PSU wasn’t dead. I got my old R9 380 from my old computer and plugged it in and it worked flawlessly. I put my 1070 in my old PC that the R9 380 was in and it and it worked flawlessly too. I don’t know why but my 1070 will not work on my new X470 motherboard but my R9 380 works on it flawlessly. I even put the 1070 in the pc I’m upgrading from and it worked. I have no clue why it does this but maybe one of y’all can help. I appreciate any input.


Edit: found this scratch on the pcie connector to my 1070. It still works in all the pcs but the X470 board. Here is the image

I'm wondering if there is an electrical design difference between boards sold in Japan and where you are at now.

I only bought the case from japan. I think I have figured it out to be the scratch on the gpu is what killed it. It isn’t recognized when plugged into my mining pc using afterburner saying that there is no core voltage and it is not recognized as a gpu.
