Will this run TS4

I’ve been looking at low budget desktops that I can upgrade to run the sims 4 instead of buying a gaming desktop for $700. I’m New to pc gaming.

I recently came across the Dell Optiplex 7010 small form factor. I saw a video on YouTube of a guy making upgrades. He upgraded the graphics card with the Nvidia GeForce GTX 1050 ti.

I was just wondering if this would run the sims 4 on recommend requirements (not minimum requirements)

The specs of the pc are

•Intel i5 quad core 3470 (3.2 GHz) but (3.6 GHz turbo)
•4 GB RAM (max 16GB)
•Intel hd 2500 graphics (this is one of the things I plan on upgrading)
•Windows 10

Would this work to play the sims 4 at recommended requirements if I were to just upgrade the graphics card?

Is there any other low budget desktop that would work better? Thanks!

I like how it's titled "TS4" as if everyone knows what game that refers to. :)

P.S. SFF (Small Form Factor)'s always come with a tiny PSU that's under 300w. The one in this one is 240w. Due to it's shape/space restrictions, if you upgrade your video card(which normally has to be 'low profile'), you then have to upgrade your PSU. Then you'd have to leave the side panel off and the PSU sitting somewhere outside of the desktop.
So basically, if you're going to leave the SFF the way it is, great. If you're considering upgrades, don't bother with an SFF.
