Turbo speeds depend on the number of cores used, 4.5 is the single core boost speed but in the real world it's hard to achieve because something is usually using the other cores enough to prevent it.

The 2,3, and 4 core turbo boost on a 7700k is 4.4 and that's far more likely as you've seen.
