8700k over 100c with stock cooler and 70 with h80i v2 why?!

hi there a friend of mine just bought a new pc that i recommended for him..
we choes i7 8700k box cpu

and they (store) put it with arctic pro 11 on a asus z370-p board

i installd windows 10 on it and occt with hwmonitor

with the artic pro 11 (didnt open pc yet.. new from store) it shows 100 c in few seconds and occt test stops immediately saying it reaches 85 c and has to stop..

then i thought maybe they put it wrong somehow and i removed it and install it again with arctic rx4 paste and it only lower it from 100c to 96-97

then i just installd my h80i v2 water cooling to see wtf is happening

and while it's finally going from 44 at idle to 29 its still shows 65-72c at full load with no oc at all..

and when i try to switch between fan profile from lowest to extreme.. (100% fan speed or 10% and it makes almost no difference at all )

now with the h80i after 1 hour of occt test its still going around 72-75max

and the temperture is moving very fast i never see it goes up and down so fast when stoping and starting the test.. and sometimes a single core goes to like 55c and back to 30 on idle also very fast..

i also tried to update the bios to the newest version and it seems that the sensors are fine because with artic pro 11 in the bios shows 40c on idle and 42 in hwmonitor in windows so..

A single fan radiator is partly adequate to cool that CPU, let alone the air cooler. Is there good airflow? Are you in a hot place?
Anything above 80 should make you cautious.

h80i is a120 dual thickness with 2 120 fans

i also have here my h100i witch im using with my 4930k with oc to 4.4 and max temp with full load is below 60c..

its very weird to me .. i can try the h100i instead to see if its better

your saying h80i just isnt enouth?

and i am in a 27c room temp but my frind is going to run it in an even hotter place 28/40c room temp there

and my tests are with the case open.. there is pretty ok air flow with this antec cheep case..

No, that is not what I said. Temps around 70 are PERFECTLY fine, if you exceed 80 it is hot. Its 120mm fan can cool the CPU down, just not as effectively as a double fan (240mm) would do. Again, check the voltages, close the case and start monitoring.
